Why is this? I believe <span style=\"text-decoration: underline\">one<\/span> factor is that there was a premature rush to create high-status specifications and formal standards. There is, however, some light at the end of the tunnel as there is growing evidence (anecdote maybe?) that more grass-roots models may be effective.<\/p>\n<p>I have written a short <a href=\"http:\/\/wiki.cetis.ac.uk\/images\/e\/e3\/Best_of_Both_Worlds.doc\" class=\"broken_link\">document to explore this and possible synergies between formal and informal approaches<\/a> (MS Word) as a\u00a0 position paper for a meeting on Jan 12th 2010.
