{"id":210,"date":"2010-07-27T13:33:26","date_gmt":"2010-07-27T13:33:26","guid":{"rendered":"http:\/\/blogs.cetis.ac.uk\/adam\/?p=210"},"modified":"2010-07-27T13:33:26","modified_gmt":"2010-07-27T13:33:26","slug":"a-quality-standard-for-creation-and-delivery-of-fair-valid-and-reliable-e-tests","status":"publish","type":"post","link":"https:\/\/www.hilltop-cottage.info\/blogs\/arc12\/a-quality-standard-for-creation-and-delivery-of-fair-valid-and-reliable-e-tests\/","title":{"rendered":"A Quality Standard for Creation and Delivery of Fair, Valid and Reliable e-Tests"},"content":{"rendered":"<p>A proposal has been made to the International Standardisation Organisation (ISO\/IEC JTC1 SC36) for a New Work Item on a &#8220;Quality Standard for Creation and Delivery of Fair, Valid and Reliable e-Tests.&#8221;<\/p>\n<p>To quote from the proposal:<\/p>\n<blockquote><p><em>Specific areas that could be covered within the standard include:<\/em><\/p>\n<ul>\n<li><em>Roles and responsibilities \u2013 The key roles and skills required within the assessment process and life-cycle. e.g., <\/em>\n<ul>\n<li><em>senior management (responsibility for developing and supporting an e-testing strategy for the organisation);<\/em><\/li>\n<li><em>psychometricians \u2013 those specialists responsible for creating the items and tests;<\/em><\/li>\n<li><em>computer scientists &#8211; Computerization of the test delivery<\/em><\/li>\n<li><em>coordination\/operational management (implementation of the e-testing strategy and policies, and accountability for the e-testing process);<\/em><\/li>\n<li><em>administration (responsibility for operational systems and processes);<\/em><\/li>\n<li><em>technical support (responsibility for the technology), whether provided in-house or via a third party; and<\/em><\/li>\n<li><em>working with the learner (maximising the potential for success through the etesting process).<\/em><\/li>\n<\/ul>\n<\/li>\n<li><em>Organisational requirements \u2013 Requirements to overcome the challenges and to realize the benefits of e-testing.<\/em><\/li>\n<li><em>Coordinating the e-testing process \u2013 Administration, technical support, working with learners, invigilation\/proctoring<\/em><\/li>\n<li><em>The e-testing environment &#8211; general environment, security, workstation design and layout, hardware, software, peripherals and communications links (Can be drawn mainly from other standards including ISO23988)<\/em><\/li>\n<li><em>Preparing for e-testing \u2013 registration, learner preparation, practice e-tests<\/em><\/li>\n<li><em>Managing exceptions \u2013 planned\/unplanned breaks, special needs\/allowances, emergencies and irregularities<\/em><\/li>\n<li><em>Data \u2013 transmitting learner data, data security, learner feedback and \u2018certification\u2019<\/em><\/li>\n<\/ul>\n<\/blockquote>\n<p>This work-item has been co-proposed by the British Standards Institute committee &#8220;IST\/43&#8221;, which is the means to representation of UK interest in ISO SC36 (broadly speaking, ICT in learning, education and training).<\/p>\n<p>Anyone interested should contact either the <a href=\"mailto:a.r.cooper@bolton.ac.uk\">chairperson <\/a>or <a href=\"mailto:alex.price@bsiglobal.com\">secretary <\/a>of IST\/43.
